Will tourism prosper in Arunachal ?

A glaring example of wastage of public money

Taba Ajum

ITANAGAR, Jun 09: Tourism is a major source of income for the people of Tawang and to certain extent West Kameng too. Tourism department has given maximum attention to Tawang-Bomdila tourist circuit. This tourist circuit receives highest number of domestic and foreign tourists and the tourism department earns maximum revenue from Tawang-Bomdila tourist circuit.

Despite the inflow of tourists and earning of maximum revenue, still there are lot of things to be done. It has been noticed that infrastructure built for tourism promotion has not been used leading to wastage of public money. Two tourist lodges, one constructed near Nag Mandir in West Kameng district and other at Jung in Tawang district are glaring examples of how public money are being misused. While the construction of tourist lodge at Jung was completed years ago, till date it lies unused. Domestic animals have made it their ‘home’. The other lodge near Nag Mandir has not been completed and it lies abandoned. From distance, it looks like a haunted house. In both the projects public money worth crores were spent.

The big question is that why the tourism department is remaining as mute spectator over these two failed projects? For a very important tourist circuit like that of Tawang-Bomdila such failure is a huge setback for the department of tourism.

A very important factor, which tour operators and department of tourism has ignored, is to give prior information about weather condition of Tawang. Often tourists coming from low altitude area face serious health problem upon arrival at Tawang which is located 12000 ft above sea level.

“Majority of tourists suffer from acute mountain sickness, pulmonary edema etc. Hospital should have trained personnel to deal with such cases. Tawang district hospital does not possess equipments and trained manpower to tackle such cases,” told a doctor of the district hospital. He added, “Tourists should gather proper information before visiting Tawang. Also tour operators and tourism department should provide all the necessary information to the tourists. They come here for enjoyment and it would tragic if their dead body goes back from Tawang.”

Assam CM assures security to NHPC

Guwahati, Jun 09: Assam Chief Minister Tarun Gogoi today assured 'total security' for National Hydroelectric Power Corporation (NHPC) workers engaged in the construction of Lower Subansiri Hydroelectric project (LSHP) and said an expert committee will be formed soon to study its downstream impact.

Work on the project has come to a halt since December following vehement protests by anti-dam agitators and NHPC Executive Director Rakesh has urged Assam and Arunachal Pradesh governments to provide security.

"Our job is to provide security which we will do. If there is any defect in the dam construction which could lead to disaster that can be looked after," Gogoi told reporters here. "We will form an expert committee comprising specialists from abroad, including US, Portugal and France to study the impact of construction of big dams," he said.

On the protest by various local organisation including the Krishak Mukti Sangram Samiti (KMSS), the chief minister said "protests are a part of democracy".

Work at the 2000 MW project being set up at Gerukamukh bordering Assam and Arunachal Pradesh has been halted by anti-dam protests launched by KMSS and other organisations which contend that it would cause large-scale downstream damage in Assam.

Rakesh had yesterday said the company is losing an estimated Rs four to Rs five crore daily since December due to protests and this has escalated the project cost to Rs 10,799.63 crore from the earlier estimates of Rs 6,285.33 crore.

Contractor labourers have left the site as there is no work and NHPC is spending considerable money on corporate social responsibility as per norms, he said.

The two-member Thatte Committee, set up by the Planning Commission, is probing the downstream impact of the project and is expected to submit its report by the month end. PTI

Youth contractors’ body refutes allegation against engineer

ITANAGAR, Jun 09: All Arunachal Pradesh Youth Contractors Welfare Association (AAPYCWA) refuted the allegations of financial mismanagement leveled against the then CE (P) Eastern Zone during 2009-10. It said the expenditure of Rs 115.57 crore incurred during 2009-10 was not done by the then CE (P) EZ alone.

Equipped with supporting documents, the Association said the zone-wise expenditure of the department during the 2009-10 up to January 2010 stood at Rs 67.77 crore by Western zone and Rs 47.80 crore by EZ totaling an amount of Rs 115.57 crore.   As such the said officer is innocent and therefore, the State Govt also gave clean chit to him and revoked his suspension order just in 14 days on March 25,  2010, the Association said.

The Association appealed to the Arunachal  Righteous Forum (complainant) to “exercise neutrality and not to take such action without going through the actual positions.”

Meanwhile, reacting to the statement of the  AAPYCWA, the Arunachal Righteous Forum (ARF) reiterated that the excess expenditure was incurred without obtaining permission or approval from either Finance or Planning Department which was in clear violation of circular dated 16.02.2009 and 7.12.2009.   It said the Govt never denied the facts that the excess expenditure has been done by the then CE (P) EZ. Instead of initiating inquiry the Govt has taken it very lightly and closed the matter thereby giving clean chit to the officer, it said.

The ARF is not against any individual but is against the corrupt practices, the Forum said adding that matter has been placed before the competent agency to investigate and to unearth the truth. Let the law to take its own course, the Forum said.
